About Elise Hill

Elise Balin Hill is a natural resources and environmental attorney whose work centers on the legal issues shaping agriculture, public lands, and energy development in the American West. Born and raised on her family’s fourth-generation farm and ranch in Klamath Falls, Oregon, Elise brings a firsthand understanding of agricultural operations to her legal practice, grounding her work in the practical realities faced by producers, landowners, and rural communities. Elise is an Associate Attorney at Falen Law Offices, where she represents clients on matters involving various environmental laws and policies, federal public lands, oil and gas negotiations, water rights, energy infrastructure, and agricultural agreements and contracts. She earned her Juris Doctor from the University of South Dakota Knudson School of Law and a Master of Environmental Law and Policy (MELP) degree from Vermont Law and Graduate School. During her graduate studies, Elise received recognition for her water law scholarship and writing. She is admitted to practice in Wyoming, Oregon, and the United States District Court for the District of Wyoming. Elise also serves as a certified mediator with the Wyoming Department of Agriculture, assisting parties in resolving agricultural and natural resource disputes. Elise remains active in organizations supporting the agriculture, energy, and legal professions, and she is committed to continued scholarship in natural resource, environmental, and water law. Outside her professional work, she enjoys hunting, roping, and spending time outdoors with family in Oregon—pursuits that reflect her ongoing connection to the land and communities she serves.
